The council will discuss a resolution declaring affordable housing and homelessness public health crises. The resolution, introduced by council member Kristina Michele Martens, would allow the city council to temporarily pause evictions on cost-burdened tenants. For council discussion only.

Bellingham City Council, 1 p.m. and 7 p.m. Monday, July 10, 210 Lottie St. 
At 1 p.m., council will discuss two initiatives that qualified for the Nov. 7 ballot: a minimum wage increase for workers in the city and relocation assistance landlords must pay to renters. At the 7 p.m. meeting, council may decide whether to adopt the proposals immediately or place them on the ballot, to let city voters decide.

Bellingham City Council will host a public hearing regarding the Greenways Program property tax ($.41/$1,000 valuation), which may appear to voters during the November election. The program, launched in 1990, has been approved by voters four times, and brought in more than $102 million for property acquisition, trail development and environmental remediation. 

Whatcom County Council, 6 p.m. Tuesday, July 11, 311 Grand Ave., Bellingham 
Council will hold a public hearing on an ordinance to place a 0.2% sales tax on the ballot for a new jail and behavioral health services. This might be your last chance to comment on a massive $137 million (or more) project that has been in the works ever since voters rejected a similar measure in 2017.

The county council will host a public hearing regarding flotation devices on the South Fork of the Nooksack River to protect endangered chinook salmon. If approved, the ordinance would make most flotation devices off-limits from June 1 until Oct. 31 in the popular tubing area until significant recovery goals have been met. The council narrowly rejected a similar ordinance last summer.
